Suppose a compute agreement asks each government to declare its facilities, and inspectors check each declaration against records drawn from public sources. Choose which countries take part.

Corrected 23 Sep 2026 · Capacity totals⁠

The Machine Intelligence Research Institute’s draft agreement, version 3, covers any chip cluster above 16 H100-equivalents (Article II, paragraph 16); 412 of the 420 records with a chip figure are above it. The draft’s second test, on accelerator memory, is not applied in this count.

How operating capacity is counted

Only operating capacity is counted. A build-out figure for a whole campus is left out even when the site operates, and a reviewed current deployment inside the campus counts in its place where the register has one, as at New Carlisle. Earlier phases of an operating cluster are left out of accelerator counts.
