How far the agreement reaches

The host countries of recorded facilities show how participation could change an agreement’s physical reach. The draft’s duties apply within each party’s jurisdiction; grouping by host country leaves other jurisdictional claims unresolved.

Of the recorded power capacity at operational sites, 89.2% is hosted in the United States; 93.3% in the United States and China; 98.7% with countries in Scrutica’s full or allied chip-access tiers.

312 operational sites with a recorded power capacity (15,488 MW) and 341 with a recorded compute capacity (12,762,644 H100-equivalents, transcribed from Epoch’s catalogues with documented corrections); 3,748 recorded sites carry no capacity figure and are in no count. Some capacity figures cover a planned build-out at an operating site, including New Carlisle.
