IndiaAI pays for access to computing through empanelled service providers and supports datasets, models, training, and startup finance. The Cabinet approved ₹10,371.92 crore over five years. In October 2025, PIB reported more than 38,000 GPUs onboarded for shared access; it gave no government-owned fleet count or vendor breakdown.

Data-quality caveats on this record · 10

  • The Cabinet’s ₹10,371.92 crore approval covers the whole IndiaAI Mission. It is not a GPU-purchase budget.
  • The compute programme uses a public-private partnership. The government’s aggregate GPU count does not establish how many devices it owns or how much capacity each user can reserve.
  • Partner records span tender rounds, bids, and installation reports. They also include Google TPUs and AWS Trainium and Inferentia accelerators, so summing their counts does not reconstruct the government’s GPU total.
  • The August 2025 third-tender report includes 1,050 Trillium TPUs within 3,850 additions to the existing 34,333-unit pool. Those TPUs are not added to the government’s later rounded 38,000 count; the sources do not establish a separate GPU-only total.
  • IndiaAI received ₹21.79 crore in 2024–25 and ₹379.15 crore in 2025–26 through 9 February 2026, according to the parliamentary answer of 13 February.
  • A separate parliamentary report records actual utilisation of ₹19.24 crore in 2024–25 and ₹256.86 crore in 2025–26 through 31 December 2025. These are expenditure figures at an earlier date than the reported fund transfers.
  • The dollar estimate converts the Cabinet’s rupee allocation using 82.78 INR per USD on 7 March 2024, from the Federal Reserve’s H.10 series distributed by FRED. The displayed $1.25B is rounded.
  • G42 and Cerebras announced an 8-exaFLOP system for India in February 2026. The announcement describes a future deployment and does not specify the precision needed to compare that performance with other systems.
  • NVIDIA describes private expansion plans including L&T’s 30 MW Chennai and 40 MW Mumbai facilities and Yotta’s Blackwell Ultra cloud. These plans are separate from the mission’s government allocation.
  • Adani and Jabil announced their intention to form an AI-hardware manufacturing alliance in June 2026, with formal documentation still in preparation. The release gives no alliance-specific investment amount or operating compute capacity.
