Export Controls

Name matching uses exact names, aliases, token overlap (Jaccard) and fuzzy trigram similarity, with country filters. Common corporate, geographic and industry terms are excluded from token comparisons. No name match with a score below 0.70 is retained.

The register’s score categories apply to both name matches and corporate relationships: Confirmed at 0.85 or above, Screening lead from 0.60 to below 0.85, and Under review below 0.60. Corporate relationships receive fixed scores of 0.90, 0.70 or 0.55 for high, medium or low confidence, respectively. These scores are not probabilities.

Corporate matching starts from the ownership record that carries a designated entity’s exact name in its own country and follows its recorded subsidiaries down to a company in the compute dataset, taking at most one further subsidiary link from another ownership record. A separate subsidiary search starts from a name match and follows at most six links. There is 1 active match between 1 designation and 1 organisation in the compute dataset. Cascade confidence: high, every link is a recorded subsidiary relation (1); medium, the last link is a further subsidiary relation from another ownership record (0); low, that further link extends a chain already at medium, marked under review (0).

The register export includes each chain’s relationships, sources and confidence grades. Names available only from licensed records are withheld.

The ownership cascade last ran on 2 Sep 2026. The summary of the rules in force was last read against the record on 7 Sep 2026. 83 further countries appear in the designation records with no match in Scrutica’s compute dataset, so the register’s country facet leaves them out.

The chart’s country counts are designation records, and a record keeps the country it was filed under, so Hong Kong stands apart from China here while the Entity List prints its entries under China. 3,435 records include 15 since removed. A dark line sits at the share of its country’s records listed before it, and same-day listings are spread evenly; 4 records have no designation date and sit at the left of their country. Supply-chain records count each organisation once: 265 across 39 organisations, against 272 summed across the 43 register rows, where an organisation matched by several designations repeats. Changes reconciles the designation records with the entries the Entity List prints.

Culper diversion allegations. The relationships, their kinds and evidence records are read from the case file built from Culper Research’s report of 13 May 2026, the trade records and press reporting it quotes, public corporate and government records, and a licensed corporate-ownership database whose records are not reproduced. A relationship counts as primary-source corroborated where a corporate filing or government record is cited for it.
