Black Pearl, Winkler County, Texas. Cipher’s November 2025 presentation names AWS and gives 300 MW of gross capacity. The 216 MW critical IT figure comes from its later 3 February 2026 exhibit, which identifies the tenant as Amazon Data Services, Inc. Amazon.com guarantees the lease. The February exhibit targeted rent commencement in October 2026 and the final phase in March 2027.
