Kyivstar finances and leads the national model, based on Google’s Gemma family with Vertex AI computing support. The January 2026 update set a spring beta target, followed by transfer to the state and an open-source release after validation. Diia.AI had already entered public beta in September 2025, with an income-certificate service available through chat. NVIDIA’s November partnership supports a further Diia-focused model through software and technical advice. The planned AI Factory would host government AI services in Ukraine; the cited announcements give no GPU procurement quantity or infrastructure budget.
