Capacity, ownership chain, and supply-chain position for QTS Richmond, including any export-control exposure that surfaces when the BIS Entity List touches a node above the facility in the chain.

Description
QTS Richmond is a 15-building campus with estimated total IT power of 650 MW (operational; Sites 1+2+3, public sources). Construction on the first site began in 2022 and was accelerated significantly in 2024. QTS owns enough adjacent land to build two or three additional sites of the same size and has indicated to regulators that this could be a 1GW+ campus by 2030. Further development requires new power infrastructure from the local grid operator, which is still in the permitting phase.
Notes
Capacity reconciled from 854 MW to 650 MW operational per Epoch substrate description + audit 2026-05-15 (B4c/SC-12); the prior 854 MW figure conflicted with the substrate's own "estimated total IT power over 650 MW" wording. 1GW+ target is a 2030 build-out aspiration, not operational. is_estimated flipped to true because the 650 MW figure is explicitly estimated rather than disclosed. H100-equivalent GPU count nulled pending re-derivation against the 650 MW total (Epoch's prior 492,167 figure was anchored to 854 MW). Total capital cost (2025 USD): $32.72B.
