Compute Stack Matrix
The compute-stack matrix: each country scored across seven supply-chain layers, materials through cloud, with the export-control constraint overlaid. An editorial composite — the layer scores are assessments, not measurements — kept for the shape it exposes, not the ranking it implies.

Editorial assessment. The per-layer scores are judgments, not measurements — each is assigned from the best-available signal for that layer (market-share where a source publishes one, entity count where none exists), and the aggregate is an editorially-weighted sum. Read the matrix for the shape it exposes (which countries depend on allies for which layer), not for the precise ranking it implies. The measured, per-country figures are in the Overview table.
