Every figure below is measured from substrate: facilities, capacity, and the ownership-transparency shares roll up from the facility record; the access classification follows mechanically from the export-control rules; BIS counts read the Entity List; sovereign counts read the program register. The Matrix view holds the one editorial layer — a compute-stack assessment — and is labeled as such. A country with a classification but no tracked footprint keeps its row and an identity marker rather than a wall of dashes.
