### External dependence

NVIDIA hardware: High · US technology: High. These are editorial assessments based on the programme’s procurement disclosures.

Named partners: EU Commission, EuroHPC participating countries, NVIDIA, AMD, HPE, Eviden.

EuroHPC co-funds supercomputers and access services with participating countries. Its three AI Factory selections, from December 2024 to October 2025, named 19 sites. JUPITER reached one exaflop on the LINPACK benchmark and ranked fourth in the November 2025 TOP500. LISA adds 1,328 H100 GPUs to Leonardo in Bologna; its June 2026 inauguration announcement targeted user access that summer. The wider EuroHPC budget is at least €8.2 billion for 2021–27 and includes supercomputing and quantum activities.

### Data-quality caveats on this record · 6

- The €8.2 billion budget includes €4.1 billion from EU programmes and a similar contribution from participating countries. Private members are expected to contribute a further €900 million; these amounts cover different funding sources within the wider EuroHPC programme.
- The September 2024 AI supercomputer call offered up to €800 million in EU funding, matched by participating countries.
- LISA’s €50 million budget covers acquisition, installation, operation and support. Its relationship to the wider budget is not itemised in the inauguration announcement.
- The GPU entries cover JUPITER and LISA. EuroHPC describes JUPITER’s accelerator count as approximately 24,000 GH200 superchips.
- The 13 AI Factory Antennas selected in October 2025 had an EU funding contribution of around €55 million, matched by participating states.
- The partner list includes selected AI Factory hosts and consortium members. Selection announcements do not specify a GPU allocation for every member.
